Refresh the stored access and refresh tokens

https://{targetURL}/api/v1/addons//oauthConfig/refreshAccessAndRefreshToken

Forces a token refresh against the provider using the stored refresh token, replacing the persisted access and refresh tokens with the new pair. Normally getAccessToken refreshes transparently when needed — only call this directly when the provider has invalidated the current tokens out-of-band.
