Returns true when every add-on listed as a dependency is available in the marketplace at (or above) the minimum version required, and false when at least one dependency is missing or below the minimum version. An add-on with no declared dependencies always returns true.

Call this before publishing or installing an add-on to confirm its dependency graph can be satisfied — installing while this returns false will fail at runtime.
