Check if the OOS file is empty

get
https://{targetURL}/api/v1/experiments/sections//oos/isemptyfile

Returns true when the OOS file attached to the section has no content (e.g. immediately after POST /oos/file). Use this to decide whether to show 'create new' vs 'edit existing' UI for the section.
