Get pending witness signatures for the current user

https://{targetURL}/api/v1/experiments/signatures/pending

Returns the experiments that have a pre-signature awaiting the current user as the witness. Use this to present the signed-off-pending list in a witness's dashboard or to drive notification reminders.
